No im not using Mcafee, but i turned off my anti virus and it still does not load the game

I turned off anti-virus but the problem still exist. The game downloads, then verifies files but after it verifies it just goes back to resume download icon on Steam as an endless process.

After updating to newest version on Steam, the game will not install the update. It downloads update but everytime it tries to install update it freezes and makes me try to download update again. I've uninstalled game and tried reinstalling and even left out all the DLC and try to install just the game but i cannot get the game to install properly anymore.
