I'm also currently playing through the Kerman Campaign and agree its pretty annoying, what I've been doing is just a really steep dive onto target, with the fusing set to OP instead of PR, which will make the bomb burst 4 seconds after release rather than 1.2 seconds. Given the situation with Razbam I doubt this will be fixed, at least not soon so ya just gotta improvise for now.
