yeah it mostly effects my GPU but when I get the stutter my usage literally plummets then goes right back up

I am experiencing some pretty heavy stutter/pausing while playing. it doesnt seem to matter whether im in flight or on the ground and happens in both multiplayer and single player. although it occurs much more in multiplayer. the only map I have is caucuses. i usually get around 90-120 fps on average but when the game stutters it does down to around 20. when it happens my GPU usage goes from 98% to like 10%. its getting to be a real pain and is immersion breaking. it doesn't seem that settings to anything to make it better or worse. RTX 2070 super I709700k overclocked 32GB of DDR4 3200Mhz ram game is on SSD
