Seems about right. Wikipedia says the Samuel Chase has a draft of 8.1m, whereas Dunkerque harbour varies between 7m and 9m deep depending on tide. See http://www.worldportsource.com/ports/portCall/FRA_Port_of_Dunkerque_385.php
If you squint at this low-res chart extract the waters around Dunkerque harbour are very shallow in places.
