The arming fuze is inside the rearm menu over the orange corner of the selected pylon might be the M904E4 arming at 4 seconds instead of 2. The minimum arming might have other requirements but I'm not that good on Mk-82's. I've had this same issue but I just thought my bombs didn't have spins or time to arm. I always run Nose+Tail arming but it might not make any difference like you tested.
