Figured it out right after posting, you have to have the left hand knob on the radio to 'MAN' not 'FM'.

I am having the exact same issue, tried this mission twice (2nd time following a youtube video guide), quadruple checked my radio and still not getting the option to chick in with whiplash on F10. Did you manage to resolve the issue? I have now wasted A lot of time on this mission and don't really want to invest more if the other missions will have similar issues.
