Return button should, as the name says, return you to original airport where you took off. Airport 1. It probably was designed for that. You can select other airports manually after. I am not 100% sure if this is the case in RL, but it seems logical.

Your issue is following:
1. You don’t need to scroll wheel for adjusting RSBN and PRMG, because they work in MANUAL mode only.
2. You had BEACON number 1 constantly selected. Which shows you direction to airport you took off from. You can see that straight yellow needle is pointed to previous airport. Minutes do not matter, but kilometers. RSBN has range of about ~240km. You have to select BEACON 2. But before, you had to program BEACON 2 in RSBN DTC tab and place second airport in that TAB (or a RSBN cars).
Please, provide DTC data to check if I am right. But I think I am since I have seen RSBN cars on airport you took off from.

I think it is fixed because you have text warning light which will always display that number. You cannot change it's value. And actual bingo fuel should be around 1000kg, but you do not get warning for that.

Works for me.
Never tried with RSBN/PRGM cars, but tried with Russian airports with embeded PRGM.
When you use auto mode, you should use RETURN button as well. With selected beacon programed into DTC for that airport and airport number is selected. Also 0-179° - 179-359° switch needs to be set in position depending on runway heading.
If you want to set MANUAL mode, you need to flip magnetic heading switch to manual and select runway magnetic heading. In lower part of navigation panel select adequate chanels. For example: 40 (on left wheel control knob for RSBN). And 38 on right wheel control knob for PRMG. RSBN & PRMG numbers are different and according to programmed beacons of that airport. Make sure RSBN switch is selected instead of ARK (ADF). At <20km flip the landing switch up on navigation panel.

Works for me.
PRGM is only localizer and glideslope for landing. Something like ILS
RSBN is beacon which directs yellow needle on HSI to it's signal. Something like TACAN.
When you press return mode, you should make sure that beacon and airdrome button are pressed to correct numbers. Also make sure that switch 0-179° - 180-359° is placed to one of this and according to value of runway magnetic heading.

Keep in mind that first image is always WHOT (First TV mode). If this is what you meant then it is OK.
