I figured it out finally. I was practicing at the outer sides of the caucasus and pavespike does not work there somehow. I posted below.

I'm doing everything correctly. I know how to drop lgb's in the F4 I made it a lot of times but currently it's impossible to launch lgb's. After I press full action everything goes as it is but after closing the target "Laser Indicator" begins to flash as it is not activated. I tried everything but I think it is some kind of a bug maybe?
