I have the same problem on a brand new HP Compaq nc6320. Below you'll see the output of dxdiag.
I had the same problem with IL2, but I manage to overcome by setting the game to safe video settings. (IL2 allows for this setting :) ) IL2 uses dx8wrap.dll. and LOMAC uses DXRenderer.dll.
Anyone, ideas?
