alt + f9 should be key for landing oficer view. i can not see that view. why? how?

is it posible to make a new scenery for lock on. crime is nice but i would like to see balkan in the game. there was real war from 1991 to 1995 and nato bombing in 1998 (nato's f15, f16, f18 again serbian mig 29, mig 21). could someane help me or does someone know the program to do that. thanks
