When you say "ports forwarded", which ports are you referring to?

No vsync is disabled. It goes down below 20 sometimes that is where the problem is. Think it might be a cpu bottleneck because going from high to minimum graphics settings doesn't make much difference. Any thoughts?

Not sure if this is the right place to post this, apologies if it isn't. Under sixty no matter what graphic settings I use. My specs are: Intel i5 4670k @ 3.4ghz HD Radeon 7950 Windows 8.
