I can reproduce this using the following steps. 1. Jump to cockpit and turn mouse look on. 2. Press and hold down any key on keyboard. 3. Move mouse to look around. 4. Keep holding the keyboard key down, and moving the mouse. No matter how laggy the view movement gets my framerate is still at constant 60.
