That's a total over exaggeration, the MiG-29A and F-16C/D are both 4th generation fighters, will the F-16A and F-22 are a generation apart. It’s more like comparing an F-16A to a MiG-35. The difference being 20 year old technology versus the latest but in the same gen airframes.
