Thanks for the advice. Changing the resolution to 1080p made the bar visible and I can move and resize the panel now.

As the title suggests, I can't move the NS430 on screen since the bar on top of the panel is not visible for some reason. The helicopter where this occurs is Mi-8MTU2. Any suggestions how do I solve this problem? Am I missing some hotkey which would enable the bar?
