No Target Illumination in Campaign Mission

Bug description:

 

Per mission briefing, target area was to be illuminated at 03:12 - but no illumination was observed.

 

Mission is part of the Georgian Oil War campaign -- but not sure which mission.

 

Steps to reproduce:

 

Fly mission and observe target area at 03:12.
