FC3: Steam Activation "Not available in your country"

Hello,

 

Alright so, it seems like my serial code I bought off DCS website is now working on Steam, however I get the following message "Sorry but the following items are not available for purchase in your country. Your purchase has been cancelled"

 

I live in Canada. Please help :(
