TM warthog throttle max F15c 96% rpm ?

Hi , i just try to use my TM warthog with the FC3-F-15c , in cockpit i'm full thottle of TM and i'm full throttle on the Rctrl+enter little window but the RPM on the gauge are only at 96% , did i make something wrong in the settings or is a bug of 1.2.8?

 

It never go over 96 %

96% rpm is the max throttle of the F15, don't ask me why.
