Need Guidance from Experienced Designers!

Hi guys. This is the question. How posible and viable could be make a mission/mod this way:

i want to make a mission like Arma 3 Wasteland but here, where once you complete a mission, another ones spawn, where all players compete for win mission, better jets or better weapon, a top player list, factions. i am starting at the VERY begining of the idea, trying to script some VERY basic thing like marking on the map some random objetive(if it is possible, matter that i am still investigating). if anyone know Wasteland Arma 3 you know what i am talking about, if not here a random video:

My friend told me that its not possible to make a dynamic campaing/mission but i dont know what i am talking about.
