Ground troops and Helicopters

I am trying to create a new Helicopter Rescue mission high in the mountains...the enemy is largely concentrations of soldiers.

The mission goes well, except for the fact that the enemy soldiers largely ignore the Huey, even when I fly right over the top of them at 500ft or less.

Does the AI for ground troops ignore Helicopters?
