Need some help setting up an AAR training

I am trying to make a very simple AAR training mission but for some reason I can't contact the tanker.

 

I have a KC-135 fly a straight line at 15,000" 200kts. In the ME I've set 140 Mhz AM and TACAN 10X.

 

When I set TACAN A/A TR to 10X the Hawg finds the tanker perfectly. However, when setting fwd radio to 140.00 I still can't contact the tanker. It's entry doesn't show up in the radio menu, it only shows the default entries like Wingmen, Flight, ATC, Ground Chief, etc.
