F-15C ILS Glideslope on ADI showing fly down command when HUD showing on Glideslope.

The F-15C ILS Glideslope on the ADI is showing fly down command when HUD showing on Glideslope.

 

I have tested this at Batumi, Vanziani and Sochi. All show the same thing.
