Here is my two cents;

I use OBS everyday and I do not have this problem. You could have a few potential issues.

The first potential issue: The graphics.lua file in your Saved Games/Config folder, try using Notepad++ (third party notepad software) to edit the maxfps value to your desired max framerate (default is 180) then make sure you save the file after you make this change.

Second potential issue: It is also possible that your NVIDIA Control Panel settings for DCS are forcing V-Sync, meaning you changed the option inside NVIDIA Control Panel to On, where the default setting is defined as "Use the 3D application settings". I can help/explain this more if you need.

Third idea: Not sure about your display, but it is possible that your monitor has a setting that affects max FPS (I think this is FreeSync or G-Sync, sorry for confusion)

Fourth idea: Go into the Saved Games folder, copy your Input folder out of there (have a duplicate of the folder made somewhere else) and then go to the root of the Saved Games folder. You'll see DCS and DCS.openalpha (if you have DCS 2.0 installed on your computer.) Delete the DCS folder here. Then, restart your computer. After restarting, run DCS as administrator (let me know if you need help) and DCS will load with its default graphics settings. Put them back to your desired in the Options, click OK, and then use the Input folder you backed up to restore your aircraft control bindings (I can help with this too.)

Hopefully something here helps you. Let us know. :)
