No Nellis ATC

When flying from Nellis, it seems the ATC comm menu does not always show the Nellis ATC, depending on which ramp the flight starts from. Instead, McCarran shows up sometimes as the first option.

 

Is this correct? Or is there a bug?

Yep some of the new airports have no comms in certain situations such as requesting startup etc

But in those instances when there is a Nellis ATC, many times it does not acknowledge request for take-off when I reach runway. It did response to startup request though, as well as request to taxi.
