PAC-3 do not fire

Edited a misson then i found PAC-3 system do not fire at any target in the air.

Then I replace to S300/SA11/HAWK, they all works well without any setting.

 

Is this a bug?

I attached a sample, (in this sample SU-34 also work weird)
