RB-74 still doesn't get tone outside rear aspect

This seems to be a long standing issue: The RB-74 will not generate a launch tone unless you're taking a rear-aspect shot. Firing the missile without tone can result in it tracking a nose-aspect target if the target passes within the missile's FOV, but this is a dicey proposition.
