Prioritizing Targeting Pod?

As discovered with the HARM vs. TGP on the Hornet, would it be possible to prioritize the TGP over the HARM?

 

This way all smart weapons can be employed independently from the operator's aircraft instead of just one missile and needing to rely on JTAC/FACA for other targeting information.
