[ALREADY KNOWN] Targets showing in dugout

Tracks/contacts on the RDR ATTK seem to show up in the dugout zone. While this function isn't implemented yet, I think it's still wrong for angle+range targets to be showing in this area; the radar scope should cut off at the bottom of the dug-out instead of at the top.
