[LATER IN EARLY ACCESS] JHMCS and ground targets?

So after reading the 'planned systems' post a couple times, as well as reading other things, it's unfortunately not super clear to me. Is the development plan that at some point down the road we will be able to designate ground targets (or create markpoints, etc.) and/or see some sort of indication of a target on the ground via the JHMCS?
