Saitek Logitech - Modifier button to modify buttons on both the stick and throttle

I am responsible for designing HOTAS / Joystick profiles for my Star CItizen ORG, and we are supporting the X52, X52 Pro, X55, X56, and X65F.

 

The profile designs include modifiers and we are not seeing a way to create a modifier on the stick that will modify the buttons on both the stick and throttle.

 

Any help is greatly appreciated. If we have to use a third party program we are open to it, but I don't even know where to begin on that one.
