Red side and GPS

Is there a reason why the red side cannot have GPS? Since we can change the makeup of each side it's feasible that a nation that has GPS like capabilities could be on the red side. I understand that the US is the owner and maintainer of GPS, but Russia does have the GLONASS system.

Look at your options, there is one called 'unrestricted satnav', which lets you use GPS wherever and whenever you like.
