Mission Editor is broken

If I use a JTAC mission from some one else her then work the JTAC.

 

If I build one always says No further Tasking is available nice work you may depart.

 

even when it is within 500 meters

 

What can break the Mission Editor? for set up the AI JTAC how I can solve this?
