No Load out in mission editor

i am sure this was already asked but couldn`t find an answer. I have no load out for my F-5E in mission editor, and i can`t create a new one because there is no armament to choose from no matter what the task is ... Which file contain all the loadout to choose from ? I used to be able to choose the livery and loadout but only liveries shows, no fuel or bomb to choose from, it does the same as if the Civil Plane case was checked.
