From the way it reads Steams not loading so the Game wont load or if steam is loading go in Verify the files and should fix the issue

Same thing happened today, it fixed itself.

Same happening here. I have the exact same bug report as yours. Tried reinstalling the game but didnt work.

At 8.40 PM UTC+8 the game fixed itself. So strange
