Surface Target special waypoint not working

It doesn't work when you place a ST in the editor; when Jester turns steerpoint to ST you get no steering info nor will he cue the lantirn to it.  It does work if you get Jester to add ST from F10 map marker, just a mission editor issue.  Tested IP and FP too, no issues with those.

 

EDIT: Must be a rare bug I tried to recreate it and get a track file but it was working that time.
