Modern bomber turrets no longer use radar for gun solution.

I was experimenting with the turrets on some of the more modern Russian heavy aircraft and I found that they no longer use their fire control radar on their tail turret. I tested with the F-15 and Mig-29 and the RWR never detects anything in both cases even though the bomber is firing at me.

The AI isn't affected by the "Radar Usage" setting either (Possibly an unrelated bug).

Lastly, The IL-76 cannot use it's turret because the AI only uses a turret when it's task is Ground Attack, Pinpoint Strike, or Runway Attack.
