Navigator can't use 1154 and 1155 to contact ATC in Multiplayer Mode

Hi all,,

When in Multiplayer mode, I am unable to tune into ATC in the navigator seat using my 1154 and 1155 transmitter and receiver, however, The pilot can use his radio to contact ATC. BTW, I can tune in all beacons without a problem.

When I play Single player I can move to navigator seat and use the 1154 and 1155 to contact ATC. 

Is this a bug or is this intentional?
