WinWing Orion 2 Throttle Sync Lock Problem?

My Orion 2 arrived today with detents as I ordered.  The only problem I'm having is that I can not get the sync-lock bar (that locks both throttles) to move.  All it does is move half a centimeter and click.  Anyone know why?
