WISH: Allow user to create custom audio tracks using MS text-to-speech voices

From the mission editior it should be possible to create an .ogg file using any of the microsoft text to speech voices, to record audio clips that can be assigned to AI Units or comms. 

At the moment we have to use 3 different 3rd party apps (at least) to make and record these files before we can add them to a mission.
