F18 AI runs out of fuel at refuel site - mission to demo issue is attached

This is not to ask you to fix the mission the attached mission is to demonstrate the issue

Step 1. run mission as is and AI runs out of fuel at the refuel point.
Step 2. run mission but delete WP 2 and make new WP 2 16000 move tankers to  about 40 miles from WP1 and AI runs out of fuel at the refuel point ( total of a 60 mile flight).
Step 2. run mission but delete refuel point and tankers, AI flies to target fires all mavs and returns to carrier with no fuel issue.

So the AI is doing something at the refuel point to run out, seems to always be flight 3&4 of group.
