Jf-17 NVG exterior light switch not working

The NVG light switch will still make the light visible during the middle of the day. So basically it hade the same function as the all light on switches (the same 3 way switches on the exterior lights panel but in the top portion instead of the bottom which is for the NVG mode)

Maybe NVG doesn't stand for 'night vision goggles' but 'navigation' ?
