REQUEST: Allow sea groups to ORBIT from script and ME

There is no reason why a carrier group shouldn't be allowed to have an 'ORBIT' task to hold position until such time a SET HEADING command is given to them for recovery / launch. 

Forcing carrier groups to have to travel across a map is frustrating as they can often end up in the wrong place for a recovery or going too close to land or crossing borders.
