Just wondering if there's any reason why we're restricted to a cloud base at 1,378 or 2,756ft AMSL for Rain?

It'd be nice to be able to get some of the cloud base right down to 300ft AGL - some real pea soup conditions with rain. 

I see that "Broken 5" allows right down to the sea level, but we can't get the same with others. 

I'm aware clouds and the weather system are a WIP, so if this could be considered, I'd be very grateful. Thanks.
