Haha, if you go to that livejournal site and scroll down, one of the pictures near the bottom is of a military vehicle with a tower on it. Above it, the caption reads: Есть предположения, для чего эта штука с трубой?

 

Translated: Does anyone have any idea what this joke with a tube is for?

It might be snorkel of sort so tank can drive through a relatively shallow river.
