Question on Rudder

Hi,

Is there meant to be a swaying of the rudder. When i ctrl enter i can get in to a hover but when I go up I keep on spinning and the rudder information on the ctrl enter page shows movement in between the opaque small square. Is it meant to sway within the opaque square?

 

Edit: The green line moves around the square.
