Vehicles Unable to Cross Several Dams

Sorry, but I'm hoping you can work on this:

There are very few bridges crossing the Euphrates so the only other option would be to cross using the dams. Currently, the dam in grid square DA22, the Tabqa Dam in DV66, and the dam  in DV77 are not able to be crossed even though they have roads leading up too them.

Any help here would be appreciated.
