HELP i cant seem to disable Csar

so a buddy of mine has a foothold Syria mission that he host and we want to disable the Csar as it takes up resources and no one ever does the csar missions. i have tried to look up on how to do it but im just not finding any info on how to do it. if some could please help. i dont see and "do" scripts in the mission editor and i have combed through all the files and still nothing
