Make Bot(AI Pilot) use ExternalFMTemplate's dll

I have a plan to make a Reinforcement Learning based RL(AI Pilot) model with ExternalFMTemplate's dll for studying.

But, in my test, DCS World's Bot(AI Pilot) doesn't use ExternalFMTemplate's dll unless I control it. so I couldn't make the same battle environments.

Is there any way to make DCS World's Bot(AI Pilot) use ExternalFMTemplate's dll?
