Increase Civilian Traffic density

Greetings fellow pilots,

Back in the day, there was a config tweak that allowed you to increase civilian traffic considerably by editing the bazar/Terrain/Routes/RouteTypes.cfg file. Sadly this file doesn't exist anymore in DCS 2.9. Does anyone know in which config file the civilian traffic values are set?
