Option to be outside coalition and common by default

Right now, the only experience I had with voice chat (which was a feature that I was waiting with enthusiasm) is having a guy with an open mic sniffing, or making other noises... and only engaging just to mute all the players in my coalition to avoid this. Can I just be communicating ONLY by radio by default?

Voice chat on-off should be one option.
Voice chat radio on-off be other option. 
Two separate things.
