Datalink in the HSD isnt always accurate?

Hi, I am pretty new to the F-16 Viper, so please bare with me, hehe.

I used to fly the F-15C for many many years, but I recently purchased the F-16 Viper. The big advantage is the datalink in my HSD. But here to my issue/question.

Sometimes, the HSD does not show all bandits. Sometimes, outta nowhere, a bandit can pop-up on my FCR and prior to the popup it wasnt a detection on the HSD. Is this like server lag or something? Because to my understanding, the HSD shows targets because of the AWACS and other aircraft that has datalink? And I always press the datalink button on the HSD so it says "TMOL" i think. I press it one time, I think its like right OSB 5.

The target wasn't being detected by anyone elses radar, so wasn't being shared through datalink, Then appeared on the HSD due to your radar seeing the target.
